Emergency Management Professional Program (EMPP)

The vision of the Federal Emergency Management Agency's (FEMA's) Emergency Management Institute (EMI) is to strengthen the field of emergency management by establishing an Emergency Management Professional Program (EMPP). The EMPP provides a structured and progressive framework for acquiring the knowledge, skills, and abilities to enter and progress through the field and to meet the challenges of a dynamic and complex environment. The entire EMPP curriculum is designed to provide a lifetime of learning for a career in emergency management. 

The EMPP includes three academies:


  • National Emergency Management Basic Academy
  • National Emergency Management Advanced Academy (formerly the Leaders Academy)
  • National Emergency Management Executive Academy

Higher Education Program

A goal of FEMA is to encourage and support the dissemination of hazard, disaster, and emergency management-related information in colleges and universities across the U.S. We believe that in the future more and more emergency managers in government as well as in business and industry will come to the job with college education that includes a degree in emergency management. We also believe that in order to build disaster resistant and resilient communities a broad range of college students and professionals need courses that introduce them to hazards, risk, vulnerability, disasters, and what to do about them.

Continuity Excellence Series

The Continuity Excellence Series is dedicated to recognizing and enhancing excellence in the development and implementation of Continuity programs.  The Series provides a curriculum for certification as either a Professional Continuity Practitioner (Level I) or Master Continuity Practitioner (Level II). The Continuity Excellence Series is dedicated to recognizing and enhancing excellence in the development and implementation of Continuity programs.  The Series provides a curriculum for certification as either a Professional Continuity Practitioner (Level I) or Master Continuity Practitioner (Level II).

Professional Development Servies

The Professional Development Series includes seven Emergency Management Institute independent study courses that provide a well-rounded set of fundamentals for those in the emergency management profession. Many students build on this foundation to develop their careers.

MA-CEM

The Massachusetts Certified Emergency Management Program (MA-CEM) was created to raise and maintain professional standards in emergency management and to certify achievement of that standard within the profession within Massachusetts.

IAEM-CEM

The CEM® certification is a peer review process administered through the International Association of Emergency Managers (IAEM). IAEM created the Certified Emergency Manager® Program to raise and maintain professional standards. It is an internationally recognized program that certifies achievements within the emergency management profession.
